Why ban tobaccy, but not wacky tobaccy, at NJ colleges?

Read a June 19, 2013 PhillyBurbs.com article which asks why marijuana isn’t specifically included in the proposed college campus bil. The artice points to the bill, which amends the 2006 New Jersey Smoke Free Air Act, as covering marijuana smoke in its definition of smoking:

“ ‘Smoking’ means the burning of, inhaling from, exhaling the smoke from, or the possession of a lighted cigar, cigarette, pipe or any other matter or substance which contains tobacco or any other matter that can be smoked, or the inhaling or exhaling of smoke or vapor from an electronic smoking device.”
